Looked a bit sketchy, so I was fearful. However, the price was just a little over half of the retail price of Borderlands 2, and I just can't afford to spend 60 dollars on a video game right now. I took a gamble, and went for it on Play-SC.com

Paid with Paypal, and I immediately went to the order history to check if my order went through. In my order history, however, was the picture of a key! I activated on steam, and initially steam recognizes it as the RU version of Borderlands 2, but if you click next it will let you install English version also."
