"While placing the order, I went through their Website and the Terms and Conditions, in order to confirm that they do ship out of US. That implicitly implies that they accept payment from out of US as well. And since their Billing address page also accepts countries other than the US.

It was only AFTER the above was confirmed, that I proceeded to place my order.

CIS Depot accepted my order and then contacted me via email, asking me for the CVV number of my Credit Card. Which is most improper (to say the least)

It's not professional to request such details over email, but, I was pretty much convinced about the legitimacy of the website.

The payment was cleared immediately by my bank and my credit card was charged for the purchase amount. And I was contacted by the bank since the transaction was above $2,500.

After receiving the payment, the CIS Depot representative informs me (Via Email) that my order has been placed on hold because the Billing Address does not match the Shipping Address.

The representative is unable to comprehend the meaning of 'INTERNATIONAL BANK / TRANSACTION'.
According to this representative, if a Credit Card is issued through an agency which doesn't have an 800 number, then this transaction CAN NEVER be verified.

Apparently, CIS Depot can verify transactions ONLY IF the buyers bank has a US 800 number!!??

At present the situation is:

- I have been charged for the purchase
- They have received the amount
- My order is cancelled
- They refuse to send me the refund.

Exact words 'Sorry, I can't help you with that'.

The representative refused to transfer the line to his superior. Claiming (and I quote) 'My boss is too busy to attend to this matter, he will NOT TAKE YOUR CALL'. and 'This call is costing my company money, You have to get off the line' even though I offered to call a normal land line number where I would be charged for the call and not their 877 number but he refused to give me one and hung up on me.

The Website does not have a physical/registered address on it's Contact Us page. Yes, I should have checked this before making the transaction, but guess I was over-excited about the products.

The company does not have a regular phone number where consumers can contact them from an international location. Even when I contacted the BBB I was told that the company is not registered anywhere.

The domain was registered in March 2010.
