"This person/company engages in fraudulent business practices.
I found their website while looking for some special even items (Quinceañera) and placed an order for an album. The item was $30 plus $8.50 for ground shipping. I placed the order.
I used PayPal for checkout since I do not know this company. I received a confirmation e-mail for my order and I waited.
Waited, waited, and waited for a week. At the end of that week, I received a phone call from the owner saying (with a it's-your-fault tone of voice) that the shipping and handling was $16 dollars not $8.50. She kept saying that we did not choose the right shipping choice at check out (that was the only choice).
We told her that we wanted ground shipping, that we chose the ground shipping option on her site, and that we had a confirmation e-mail of it. She kept saying that it was our FAULT FOR NOT KNOWING HOW TO PURCHASE OR USE HER SITE (we purchase online all the time).
Okay, we canceled the order and asked her for a refund since the reason why we purchased at her site was because of the low price.
She then charged us for the cancellation and gave us a partial refund!!!!
Good way to make money when you don't have inventory...uh?
After e-mailing her for the remaining portion of my money (since she did not answer her phone), she send me an e-mail telling us that SHE WASN'T A DISCOUNT STORE (!?) and a link to her site's terms. Here is an excerpt from that e-mail:

"We are a retail online boutique, not discount store and our prices are very affordable. Discounts are only executed when we have special offers. Our merchandise is beautiful, carefully and tastefully selected, that is why our costumers choose us.

We proudly service our costumers through Paypal. The fees for using Paypal are paid both by the seller as well as the shopper https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/cps/bizui/SendRefund-outside

When you refused to pay the additional shipping charges due to size and weight of the order and requested to cancel your transaction a fee was charged to us for processing the refund and we reserve the right to pass the fee on to you. "

I could not believe that!!!! You use her site to purchase an item, select the only shipping option given to you and all of a sudden, it is your fault that you are not paying more money for shipping (??)

I followed the link she sent me and found out that the terms on her site were not the same terms that I read before purchasing the item. She added a bunch of bologna about the shipping charges fluctuating, etc.

Then I noticed that the phone number (800) listed on her contact page belonged to another company!

I then used PayPal conflict resolution system and I got my money back within three weeks.

PLEASE NOTE: 1)seller pays for transaction fees using PayPal not the buyer like she states on her e-mail. 2)A merchant SHOULD NOT CHARGE your credit card if he hasn't shipped your item, she charged my card a week prior to calling me. 3) When something its too good to be true, it usually is. Her prices were low, and after searching the net for days, I found her site and thought of being lucky (my bad!)

Keep away from this scammers!!
