"This "store" owner is a fraud. After submitting a form to the resolution center on PayPal, he responded and admitted that his service "was a joke" and you "can't get such things for cheap prices".

Luckily, PayPal gave my money back, however his store is still up and you may not be so lucky if you don't pay through PayPal. He has a non SSL encrypted checkout center and he won't have to refund you if you pay via that.
