Well, I have one that doesn't quite meet your requirements, but it is cheap!

It works, BUT, please read the following!
The battery won't hold a charge. AND I THINK the onboard battery is dead because it makes you boot into bios on the first bootup and you have to mess with the brightness to see the screen. Plus, it doesn't have any sound. Don't know if that's just how they were back then or if there is a problem with the sound. Screen works, but might have some streaking of the icons. However, it is running windows 95, and has been upgraded to a whopping 24MB of Ram, and a 1.33GB hard drive. It still has the Pentium 75Mhz processor though. It's no speed demon, but it does work. Plus, it already has civilization for windows and sim farm installed. Sweet.
I'll also throw in the Xircom PCMIA network card, but I don't know where the dongle is. Can probably find one if you really have to have it.
