Seller problem

I paid for some items being sold by a forum member but did not receive them. How do i notify or complain to the forum about this seller

tell me it wasn't from ortisai whom is now banned.

Anyway's first thing to do is keep track of all emails/pm between you and the seller. When was the last contact?
2nd if you paid with paypal file a claim to get your money back.
3rd contact troll hunters

if it was ortisai take a look here

It is going on six weeks since I made payment. I submited a claim to paypal last week. I last heard from seller about 3 weeks ago who stated he had a problem with the post office but was not out to rip me off

Yup, that's what I did with Ortisai. I eventually got my merch, but sans CD key for one, and information I needed to use the other. Hmm, this was in November sometime that it got started.

Of course, since he isn't verified through paypal, I pretty much lost my money on that deal, unless of course, he tried to buy something with paypal in the future, I might get some satisfaction in that regard.

Personally, I think paypal should have a way to hold the money until the buyer responds with a "receipt of delivery " to avoid any issues like this. Any honest person would have no problems selling this way, especially if the seller had a chance to authorize a refund if the buyer claimed non receipt of goods.
