I just Dl a file and I don't know what does I think its a compressed file its a bin file. My question is what do I do with it or better yet how do I open it.

.Cue and .Bin files

These files are images made by cdr-burning software like Nero or CDRWin.

If it is a .bin file it is a CD image.
You can get a software like IsoBuster and check what does the file has. You can even extract the contents with this program.
