I had a similar thing happen to me. (Albeit with a K6/2)
The heatsink was stuck on top of the CPU (don't know how, It was using AS2) and when I removed the HS it ripped the chip out of the ZIF socket. (yes with the arm down)
Some time spent with a pair of needle nosed pliers sorted it out though.
I'm not so familiar with the P4 sockets though. However, you will need to lift the ZIF arm to reinsert the CPU, otherwise you're more likely just to mess all the pins.
