are you trying to connect to a person, or is it a company owned server?
It could be a router issue as well.
1. If you have a personal firewall set it to ALLOW ALL ONLY for the duration of the testing... make sure to change it back after removing that variable.
2. Find documentation on empire earth site if you have to do anything on the router regarding forwarding ports back to your machine.
3. If you're connecting to a friend or whatever, he'll have definately forward ports on his router to allow you to connect.
Another option (although can be risky) is if your router has a DMZ setting, put your IP in the DMZ so there is no firewall blocking access.
JUST MAKE SURE If you're in the DMZ to have some sort of personal firewall running as your router does not protect you in that mode.
