it's a judgement call...many of the fixes in sp4 are not critical for most users, whereas sp3 did have some important additions. generally, it is a good idea to install the latest service pack. however, i always recommend that you backup the machine before doing it...i've seen machines get BSOD's after service packs were applied. and there is some truth to the old rule, "if it ain't broke, don't fix it!"
very peculiar timing of this thread...i just applied sp4 to my primary machine last night (like you it was also was on sp3).
[edit] reread the original post that said it was a spare machine...you probably don't need to then.
