My current vide card is a gforce 4 ti 4200 with 128megs of ddr with the latest "forceware" drivers

Im not sure what "forceware" drivers are, but try this driver for your video card
http://www.nvidia.com/object/winxp-2k_45.23.html
It is better suited for the non-directx9 cards. I have the same exact card running that driver and i have no problems with the game. Roll back and see what happens.
Overclocking isnt a bad idea either, i have mine overclocked to 290/550. If i go too much over that i see graphical glitches, but some can get it even higher around the 300/600 range. I suggest using coolbits. It is a registry file, just google for it. Bring it up a few mhz at a time, and once you have it to a level that satisfys you, burn it in with a program like 3dmark2003, run it twice or so to throttle the card up.
