Copy Calendars

Hi all, we run NT Network with MS Exchange/Outlook, with 10 users having there own calendars setup.
We would like to create a basic school calendar that every one users (like a template )with several people able to add to (auto update) it on the fly, and then each user just puts in there own dates as necessary

I know there is "public folders" but we were trying to avoid using 2 calendars
