Dual SCSI drives not showing

All right first off, I have a server which is custom made and has an onboard scsi controller an Xeon prossesor and dual hot swappable seagate cheetah hard drives.
Ok now that we have that down.
I can go into bios and it sees the hard drives and can tell what kind they are.
I tried to install both 2000 and XP onto the server but it says "No hard disk found please restart system" now I have tooled around the bios and checked EVERYTHING and the wiring and it says its getting power. Now.
The guy that built the server formatted the drives (i dont know what file system) is that a problem?
I have no clue as to what the problem is so if you could help me i would greatly apriciate it.

Did you hit F6 and provide the drivers for your host adapter?

If Windows can't talk to the controller, it can't see the drives....
