Disconnect everything except the monitor...and get a different video card. That means, do not connect the keyboard, mouse, hard drive(s) floppy drive, CD rom drive(s)..plug in a different video card and see if you get anything on the monitor. A PCI video card will be fine for this..doesn't need to be a very good card, anything that will show something on the monitor.
Now you say the fans spin when you turn it on...back in your first post, you said it would not turn on at all...which is it?
I would try a different power supply anyway..if one is available to borrow.
Do you hear any beeps when you turn it on?
