One of my favorite sayings is that there are at least four ways you can hook up a floppy drive cable, and three are wrong
You may want to double check...
There is a twisted section of wires near on end of the floppy drive cable. The cable connector end nearest the twisted section gets connected to the floppy drive. Usually, the number 1 wire is colored red, and (almost) always the red wire is oriented toward the center of the floppy drive when connecting the cable to the drive.
Your mother board should have a tiny "1" printed on the motherboard itself, to show you were the red wire gets oriented.
If the cable is installed correctly, then try another cable (eliminate cable), or perhaps the drive has gone belly-up (they cost about $10, so no big loss). Less likely is that the floppy drive controller on the motherboard itself may be malfunctioning.
