PC Chips M811LU won't POST with RADEON 9600SE

Video card will not post.
The power light don't come on but the fans spin up.
No Beep Codes.

Changed RAM, no go
Ran MEMTEST with no errors
Swapped CPU's
Swapped Motherboards for good cause

Motherboard runs fine with an old NVida Riva TNT32 agp card.

Video card works on Biostar M7VIK w/Duron 1.3

Ideas ?

Quite a few mobos are having issues dealing with the 9600 series. It has to do with the fact that the 9600 is the first to offer no 2x support at all. Only 4x/8x modes. See if a new bios version mentions fixing 9600 compat issues. If not I dont know what to say.
