Soyo 6ba+1v double boot!!!!

When I turn on my computer everything turns on but there is no
video. I have to shut it down using the power button and then
power it up again and everything is fine.
This is what I call double boot!!!! Which I can live with.....However if there is a fix for this that would be great.
System
Mother Board-Soyo 6BA+1V
CPU - PIII 700
Ram - 128megs pc 100 single sided
Video - TNT3 32 meg
Hard drive - 40 gig Maxtor
Power suppy -350 watt

I changed the power supply that didn't fix the problem.
I changed the Ram and that didn't fix the problem.
I changed the video card still no fix.
I removed the board to make sure nothing was grounding out
and that didn't fix the problem.
I put my PIII 500 in and that was not the problem.

Can anybody help!!!!

Could be a weak power supply.

I would reseat all components except the CPU and try it out before testing another PSU. Look here too:
