problems with xp pro

I have windows xp pro. when ever i start up windows it is really slow and i mean really slow like 10 to 20 minutes before you can run a program sucesfully and have it run at a normal speed. also when ever i hit alt control delete and then click on task manager it opens for a second and then closes. the same thing happens when i try ot click on start...run.... msconfig... and i see it for a second before it closes. i am running a p4 at 2.0ghz 256mb rdram. It is really exspensive and has to be put in with 2 modules so i havent upgraded. any suggestions.
