Outdoors PCCHIPS M755MLR mb modem not reconized

Ever since I installed the mb the modem has not been working or detected when I test it in the Control settings.

Per the amnual:
-Junper JP4 was set to Open (enable audio)
-Junper JP5 was set to Open (enable onboad Modem)

It did not work after I installed the driver software for the PCTel modem that came with the mb.

It also did not work when I installed a modem in the PCI slot.

Do I need to do something with the Serial port?

Would appreciate any help I can get on this.
It seems there is no way to get support from PCCHIPS.

PC-Chips is an OEM business. End user support comes from the company you bought the system from.

Anyhow.

With the DAA modem installed, and the jumpers set to enable the modem engine, does the modem become visible on the PCI summary (as seen right before the system boots)? What devices do you have there?

The listing does list an onboard communications device, IRQ 11.
I also notice an Onboard ethernet, IRQ11.
However when I look at the system information it does not show any conflict. All the system information in the control panel looks ok. No conflicts are dound for the modem.
But I do notice that one loaction said the IRQ for the modem is 3 address 2E8h COM4 and the logon screen is showing 11. The serial port is showinf IRQ 4 with address of 03F8.

Cleaification:
unser System Properties: Device Manager
-The HSP56 MicroModem is listed

Under properites:Modem
-Port: COM4

Under properites: Resources
-IRQ 11
-input/output Range 1000 - 103F
- no conflicts

Under properites: Settings
-Port: COM4
-Change port to: set at COM4 options com3 com2
-Under DOS support
- COM port: COM4
- Base address 2E8
- Interrupt 3
for dos setting. no changes rrequired to modem, it is already
correctly installed.

When I try to test the modem from the Control Panel it does not connect and the log says
- send AT (cr)
-ERROR: Unable to send command to the device

Is my mb bad?
