PS2 Un-moddable

i just recently tried getting my ps2 modded, and the place where i got it was having trouble installing the mod chip. they said it wouldnt work, so they kept trying to mod it differently i guess. finally they got it working, sort of. i can play some games but not all. the guy at the shop told me that i just might have one of those ps2's that you just cant mod. i was just wondering why this is so? why cant they be modded??

I am guessing Sony works on minor revisions of their hardware to make it more difficult to be used in an illegal fashion.
