If you look in C:\Windows\System32 , can you find the file "sysdm.cpl"

If you DO find it, can you double click it to open it?

----
It is also possible your registry/policies have been set somehow. Check out Group Policy editor:
Start Menu -> Run... -> gpedit.msc

Once Group Policy editor is open, navigate to:
User Configuration -> Administrative Templates -> Control Panel

All the items there should be "Not Configured" (specifically 'Prohibit access to the Control Panel' and other settings in there.)

By the way.. you don't have to go into safe mode to see if a person is administrator or not. Simply:
Start Menu -> Run... -> control userpasswords2

very similar to virus... you should clean up the spyware on yoru computer. Specifically CWShredder should get rid of this specific one.

Otherwise, you might want to try Ad-Aware to get any remaining spyware.

What is the size of 'system.cpl' ?

If you have the CD, maybe you can restore a good copy of it. (My thinking is maybe it is corrupt?)
