Finance New Motherboard, Monitor wont turn on

Hey , ive tried to find some articles herebut cant seem to find any, my problem is i bought and installed a new motherboard ,cpu fan and heatsink, power supply for a new case i bought and moved everything else over, everything is working fine only my monitor wont turn on its basically like its in standy mode. ive reseated the vid card, tried another vid card ( didnt work either) , reseated the ram, reset the bios . im out of ideas.. can anyone help?
geforce fx 5200
elitegroup 848p-a
p4 1.6
2x256 ddr 2700 ram

Things to try:

- Try using the 'old' PSU instead
- Re-seat the CPU/heatsink (make sure it is on the right direction)
- Try running the computer OUT of the case (place motherboard on wood/phone book, and try powering it up with the bare minimum: CPU/Heatsink, PSU, Motherboard, Memory, Video Card)

Stupid question
Is the cable connected?
And, some monitors have multiple inputs, is the correct input selected?

(eg. better nokia monitors have bnc/vga input select. some sony models have 2 vga inputs)

Also make sure any other power cables going to the motherboard are plugged in. I had to do some "tech" support over instant messages, and when I told my friend to plug in the extra 4 pin 12v power, it turned on.
