Lock down display properties?

As i have said on this forum before, I work in a school setting. The problem we have, is some of the kids like to change the screen savers to say some inapropriate things, such as "so-and-so has big t*ts". I know the inetcpl command to lock down internet changes but can you do the same for display properties.
