New System but Video Lags "slow" when play video ...why ???

Can somebody help me please....

I just builded a PC and did everything correctly. But somehow I notice when I play my Video using PowerDVD XP my system seems to run alot slower. It seems like it lags. Even when I open My Computer or right click on my desktop...the video lags !!...The video looks like it's "peeling" off. Three months ago I finished building a similar system..with similar hardware and the same PowerDVD XP, and it's fine...

Here's my config for both of my systems:

Working System:

ESC Motherboard with P4 2.4
512 DDR PC2100
128 DDR NVidia AGP Video Card
64 DDR Nvidia PCI Video Card
LSI Logic Dual Channel 320 MB/Sec PCI
Ultra ATA 100/133 PCI
7.1 Hercules Sound Card PCI

160 gig IDE 0
200 gig IDE 1
200 gig IDE 3
250 gig IDE 4

Non Working System:

Intel P4 2.2
1.00 gig PC400 DDR Ram
everything else is the same...Video card and sound card SCSI ect...same as above working system...

Are you playing your DVDs on the monitor that's attached to the PCI video card?

Possibly the software DVD renderer doesn't like the card, or something.
