IIS & W2K Advanced Server Help!

I know a lot of you guys aren't really into the whole server scene, but I'm hoping that SOMEONE comes along who knows the answer to this - because I've googled it to death and have recieved little to no help from Microsoft TechNet.

I have a client with a server running Windows 2000 Advanced Server. The thing is a huge pain in the ass, and I've strongly suggested that they allow me to upgrade to Linux. Which will be a task in a half, but it'll be worth it in the end. They seem reluctant to do so, so I'm trying to work with what they've got.

They have IIS running, and my main problem lies with file permissions. I can't change them. You can FTP into the server, but if you try to change any file permissions (equivelent to CHMOD), you get a message stating plainly, "This server does support changing file permissions." which would be fantastic if we were just trying to serve HTML and JPG files, but I'm trying to actually set up a bit of a backend and being able to modify file permissions is integral in getting it all to work..

Anyway, the only thing I've been able to find is the "Security" tab under "Properties" when you right click on a file or folder. I've set every possible option in there to "Allow", but it really doesn't seem to make any difference.

Any suggestions? If all else fails, I'll just shut down the IIS business and d/l Apache.. despite the fact that they've implied that they don't want that to happen.

I believe IIS5 FTP uses NTFS permissions and you need to set them using the IIS interface on the server itself.

I'll check the site out.

As far as changing the permissions on the server itself, I was doing that, as well... Didn't seem to make much of a difference.

I don't believe you can change the directory permissions on the IIS server through FTP. It would be a security risk, if an exploit is found, someone could connect and start creating havoc on the system by changing directories all over the place...

It doesn't matter... I'm installing Apache.

Before I do -- Will this actually enable me to change file permissions? Or does all of this have to do with the fact that it's an NTFS file system?

I've attached a screenshot of the properties box that is representative of any file on the server. Ordinarily, in place of the "This server does not support changing file permissions." there would be read/write/execute options for owner/user/group...
