Rebuilt Computer won't boot up..

Computer wont boot....Here are the specs...

Intel Celeron 1.7 (known to be working)
New Intel D865GBF MB
New 400 watt ps
256 meg ram 2100

I just disconnect the hard drive, cdrom and took out the memory.

No beeps!

Would it be the mb or ps? Are there any other tests I should do?

make sure the cpu fan is pluged into the correct plug on the motherboard . some boards won't boot unless it gets a signal from the motherboard that the cpu fan is working .

take it out of the case and boot it might be shorting

also what is the video

EDIT it also needs memory in to boot

make sure you have the RAM (memory) in the board or else it won't even post to the bios when booting...

try just the memory, cpu, video card and a keybaord plugged in and see what happens.. make sure the motherboard isn't shorting out with a loose screw caught between it and the case.

other things to check clear the cmos..make sure the jumper is set in the right position if the board has one

make sure you have a video card or on-board video

and yes you must ahve ram in the board to boot

I assume it powers on fine and you are using known working ram and video even if there is on-board video you might try using a video card

The mb has onboard video.

I stuck in the 256 known good ram, and then I took it out and dropped in a 512 brand new ram.

No beeps...

I have 9 screws holding it in tight. CPU fan is plugged in correctly.

What next?

sounds like a PSU or Mobo issue to me. just a guess though.

even if you are sure it is secure take out the mobo and place on a nonconductive surface

You might double check the pin config for the PWR_SW. I once had the same issue with a used mobo, when I pulled up the wrong wiring diagram. Made the changes to the correct pins and it fired right up.

It has to be the MB, I swapped it out with a known good and it started to boot up.

How would I clear the CMOS? would this need to be done?

The hard drive makes "looping spinning" sound with this motherboard and not with the known good. I know the hard drive is good.
