Shutdown shortcut for XP Pro

Tried using shutdown -s -t 0 and it wont completely shutdown it gives me a "Its now safe to shutdown windows" screen and sits---
also tried browsing to c:\windows\system32\shutdown.exe
and adding -s and I get the same thing

What am I doin wrong?

ACPI System

You arent doing anything wrong. The Problem is your machine. I can guess it is a custom built cause most OEMs have ACPI. ACPI Stands for Advanced Configuration and Power Interface. To find out if you have it goto System Properties>Hardware>Device Manager and Click on the + by the computer. if it is compatiable with ACPI it should say
Advanced Configuration and Power Interface (ACPI) PC
if not then you stuck with the same messege
