I take it he has it enabled?
Control Panel -> System -> Remote (tab)
The first checkbox should be [x] checked, and when you click the [advanced...] button, that Remote Control checkbox should also be [x] checked.
You sure he doesn't have the XP Firewall on? Have him go to Control Panel -> Network Connections. If he sees a little "lock" icon on his network connection, then it is being protected by the XP Firewall.
To deactivate it, Double-click the network connection that is being used, and on the General tab, click [properties]. Then, on the [advanced] tab, uncheck [x] protect my computer...
