Making funny letters letters

How do you make those funny little letters with little marks above them. I have seen people do this with some key combos. How do you do that?

ctrl+' then press the desired letter e.g "e" = é
ctrl+`then press the desired letter e.g "e" =é
ctrl+sift+^ then press the desired letter e.g "o"=ô
ctrl+, then press the desired letter e.g "c"=ç

Umm i may have a few but u can even play with the 'Alt' by simply holding it, and randomly press anything on the Num keyboard. Make sure it is on. Heres a few:

Alt+789 = §

Alt+171 = ½

Alt+765 = ²

Alt+159 = ƒ
