Running an Application (Half-Life) on Win 2K without Admin Privileges

I bought the Half-Life Platinum Collection (5 games) for my 15 y/o son for Christmas. I installed it on his Windows 2000 machine using the Administrator logon. I then went to the main Half-Live program directory and assigned full privileges for his user-id to all files, sub-files, and sub-directories.

When my son (a standard "user") tries to run any of the games, the computer does nothing. No error... No nothing. If I put him in the "Administrators" or "Power Users" group, it runs fine. For the last week, he's had "Power User" privileges and he's already downloaded and installed an application without permission. I don't mean to sound like an ogre, but I want firm control over our computers. How can I configure this application to run using my son's "user" account?

What am I missing?

I don't know that much about the NTFS but from what I've been able to find memebers of the "Users" group are allowed to run most "certified" applications but not "legacy" apps where as Power Users are allowed to run "certified" as well as most "legacy" apps. I think that's where your answer lies.
