Outdoors one loud PSU

one of by computers is a Gateway MicroTower that i got a year and half ago and it's reallly crappy. Normally it's as loud as a server, but when ever i touch it, next time it turns on or wakes up the PSU sounds like a buzzsaw!!!!
It takes a minute or two for the noize to go away.
The PC is laying on its side with the sides taken off because the three-pin connector for the CPU fan is fried and there is no other way of cooling the chip which is a 800Mhz Celeron.
Could anyone please point out the problem for me and suggest a way to fix it? I'm really tired of that "powertool" sound! It's really annoying!!!!!!!!!!!!!!

Try standing it back up. If it still doesn't quit, get a new PSU.

yeah it needs a new fan, but there is a high risk of getting zapped while messing around with stuff that's inside the PSU......

dont worry too much about getting zapped. let the thing sit unplugged for a while before you mess with it. giving the capacitors time to discharge. you should be ok

the PSU sounds like it does even when it's upright, but replacing the PSU is not an option because the PC is to crappy to upgrade.......

to be honest...
...i don't have a single computer that you guys won't think of as crappy...
...my best computer at the moment is an eMachines

Investing into a new PC may be your best option. Chances are the noise will just keep increasing and driving you crazy, it me be time to look into a new one.
