You can easily change the drive letters by using the built-in Disk Management mmc snap-in. You can access it through Computer Management, or directly by:
Start Menu -> Run... -> diskmgmt.msc
In the bottom half of the window, right-click on the CD device name (on the bottom left) and choose "Change drive letters and paths...", choose the drive you want to change, and click [change...]
You will need to re-assign the CD device (currently D: ) to a new letter before you can assign the hard drive to "D:"
I'm not certain that the hard drive will remain "D:" on next boot. I know that an 'always connected' hard drive/cd-rom will keep the same letters between reboots.
