Systems Inconcistent download speed

I am running WinXP connected to adsl 1536 kbps through a Speedstream modem and Linksys wrt54g router.
I have tweaked windows using drtcp, some settings run better than others but I never get to the supposed download speed of 140-150kB/s.
DU meter measures speeds varying from 40 to 134 depending on the tweak. Very unconsistent!
Is there a sure way to configure the dsl setup to get the supposed download speed?

there is no set speed, it always will vary from time to time depending on many things

Myself, I think all the TCP tweaking does more harm than good. XP is very good about tuning the TCP stack on its own.

as bailey has said there is no consistent download speed. The speed factor is only partially determined by your set-up. Traffic across the network traffic on the server your dowloading from and a million other things go into factoring the speed. Basically the only thing you can do on your end is make sure you have your connection optmized. If you've already ran an optimizing program then I'd say you've probably got the fastest speeds you can get.

This is the Tweak test:

and the Speed Test: 269kbps down and 433kbps up...

Funny thing is that the rwin in the tweaktest shows 27563 but in drtcp it shows 64240...

Also, why can I not ping?

I tried playing around with those drtcp things... I put some number it suggested under 20 thousand like it suggested instead of about 60 thousand, and All it did was drop my download down to like nothing...

You might want to just set everything back to default, and then try downloading something from a reliable server (try dling a standalone patch from microsoft or something).

Actually the question is why are you unpingable..

Check your Linksys router config there is a setting that tells the router to respond to ping requests. Chances are it's set to not respond to ping.

well, if u want to be "pingable" then you have to disable the "block WAN requests" option

The Block WAN Request is diabled on the Linksys router.
I am still "unpingable".
Could the Speedstream 5660 modem need some tweaking?

I replaced the WRT54G with my old Billion BIPAC741 router.
NOW I get speeds up 151kbps!!!
I throwed the Linksys out of the window!
