E-Mail Subject Line Encryption?

I would like to find a translation service or something that I can use to figure out how to filter out the encryped subject lines of spam E-mail.

My ISP has a manual spam filter program as a feature that I use.

This is the type of subject line I want to block.

EG:
Subject: =?ISO-8859-1?B?UmU6IFRoZSBMb3dlc3QgUHJpY2VzIEFueXdoZXJlIQ==?=

This reads as:
Subject: Re: The Lowest Prices Anywhere!

What language is it? How is it converted?

ISO-8859 Hmmmm... Looks like they used something like this:

-edit Doesn't seem to help much since the characters aren't really srewed up. From reading around a little it seems that he mapped one character set onto another, or something wierd like that. Hmmm...haveta read around some more.

Doesn't seem to be any correlation between the tables and the translation to the readable subject line if I read all this correctly.
