Systems computer dont boot up

have: athlon 1200, biostar mobo with 2 256mb pc133 cheapo memory, liteon cd-rw, dvd-rom, 2 wd hdd's 80and 40gig....
had the comp for over 2yrs already and no problems.

i come home from the mall to nice the light on the cd-rw is lit, monitor is blinking and when i move the mouse nothing happens. that last thing i did with the computer was burn a cd. i really dont think that has anything to do with it but i can be wrong.
I unplugged everything from the mobo, reset the cmos and boot.... nottin. damm it!
tried to reseat the vid card...nottin
i noticed that capacitors r not looking to good.... some r popped up and some have what looks like something greenish on them.
tried new ide cables for the hdds...nottin...loot at the attached picture
i notice that when the ide cable is connected to the mobo and hdds with the power connected to the hdds they do not start up, but when there is only power going to the hdds they startup and can hear them rotate.
last week i did change the heatsink/fan for the cpu b/c the other one was not working well but my comp has been on for a week straight.
it is not the power supply b/c the case/ps is new, from the summer time.

any ideas thoughts on how to fix my comp?!?!?!

and what is wierd is that i started to buy parts for a new comp and i was going to make the comp that is broken into my own server for mp3's movies and whatever else

Well I don't know a whole lot about computers anymore, but I can assure you that having your capacitors popped out and some with greenish stuff oosing out is not a good thing.

Sounds like your mobo is toast.

I could be wrong tho but that statement of yours makes me think its toast.

I think NeoStar01 is right.

If you are handy a google search for bad caps will bring up sights for replacements and how to do it.,

but do you think its the mobo or cpu or both?? i did change the heatsink and i know i did it correctly b/c i have made computers b4

The CPU may be OK. there was a lot of bad caps on the market a while ago and several MB manufacturers got taken. The sights you find with a google search have more info.

weather or not the cpu got hure will tell when you place it in the new motherboard you will need to get.
that one is shot for sure

I didnt even bother reading the symptoms...those caps tell the whole story....with those blown like that there is no way you are going to get stable operations.....I doubt the cpu is hurt, but the board is over with, lol. Replacing all them caps would take a lottt of time etc...and even then you risk the chance that other things on the board are bad.

i might as well buy a 30$ board from new egg with my other stuff for my new comp and hope its just the mobo that is messed up

what do you think of about me seeing the cd-rw light on when i came back home... i did burn a cd right b4 i left my house. there was a good 5hr gap

You don't really know if anything is else is malfunctioning until you get that mobo replaced or fixed, then you may be able to tell if your burner is having issues....
