my router wont work! Help!

Hello, got the DI-604 broadband 4 port router, and could not get it working. I followed the instructions and others have also looked over them with me to make sure it was conected according to the instuctions. I spent several hours on the phone with tech support, to no avail. They told me it was a defective router. SO 4 routers later, I bought a DI 704p router and it too does not work. Well this is the 4th different router I have tried so I know its not a defective router problem.
When I go to enter the default Ip address in the address bar to configure the router nothing happens. The same story with all four different brand routers. I have gone so far as to reinstall windows to get it to work. I have windows XP but in French. Please any help would be appreciated. I know I have the right cables and such, I just think I am missing some simple setting or something. Also My cousin has the same broadband modem as me and his router is working fine, so it is not a modem problem. Any ideas?
Thanks

Try to ping yourself (ping 127.0.0.1). Maybe your NIC is no good. If good:

1. connect PC directly to DSL Modem try to access internet
2. If good: turn off PC.
3. connect router to modem, turn it on (router) and wait for it to boot.
4. Connect PC to router and turn it on. Wait for PC to fully boot and watch lights on router to show activity.
5. using command prompt ping default address of router (Check manual for default address).
6. If all is good: Open IE and in the address bar type the IP of the router ex:"192.168.0.1" or "http://192.168.0.1/" either one should work.
