Photoshop elements question

I have a picture that I want to get the color description of various colors in the picture.
Example:RED
H 354
S 100%
B 99%
R 254
G 0
B 24
# FE0018

For the more challenge person.

"I have a picture that I want to get the description of individual colors so that I can duplicate them in another location of the drawing. How can I get this information when I am using Adobe Photo Shop Elements?
