Personally I use PowerStrip from http://www.entechtaiwan.net/ps.htm .

For you ATI ppl you can use Rage3D Tweak from http://www.rage3d.com/index.php?node=r3dtweak&27691

If you have an nVidia card, you can use RivaTuner from http://www.guru3d.com/rivatuner/

I've never heard of "ATI Power Panel" so can't provide that link. Urban_Squrill?

Go to guru3d.com and check out there download section. It has pretty much every overclock utility.
