Help with PhotoShop

Im using photoshop 7 and i would like to turn a picture transparent. How can i do this? Please give me the steps.

I want to insert this transparent image onto a background picture.

Open both your images in PS.

Copy the image you want to make transparent and paste it to the background image. There should now be two layers in that document, the background layer and the layer you just pasted (layer 1).

Now simply lower the opacity of Layel 1 till it's at the lever you desire.
