No msconfig in win2000pro

Is there a way to get to msconfig within win2000pro or does win2000 just not have msconfig? What is the best way to disable start up programs with win2000?
I have been using spybot tools to disable start up programs so far and that works.
98,me,even xp, I can get to msconfig by typing it in, (run from start menue).
