need help loading 98 SE getting VMM32.VXD error

I am trying to help fix a friend's pc. It is a 200MMX Hewlett Packard 8140 with 32 megs of ramand a 4 gig hard drive . It was running very poorly would only boot to safe mode.. so I fdisked it .. deleted the partitions.. rebooted formatted and loaded windows 98 SE. I got an error saying that VMM32.VXD was not loaded or could not be found and to restart the pc.. which takes me back to this same screen each time. I reformatted about 6 or 7 times from the beginning right to fdisk and departition .. repartition then format and reload windows same thing. I then removed all extra hardware. I took out the sound card and the modem , and fdisked again ,, formatted ,, same error..I cannot get into windows at all to do anything or check anything . It just keeps booting to this error code. Oh yes and the last time I removed the heat sink and the processor and reseated it ..still same thing.
Please help .. thank you

Sounds like a BIOS or an overclock problem. First thing to do is be certain that it is not overclocked. It probably is not but check it.

Next, reset the CMOS by pulling the jumper and setting it to clear and then back to normal.

Try it again and see what happens.

boot to dos and rename win.com:

ren c:\windows\win.com win.old
then attempt to run setup again.

or

To resolve this behavior, use the appropriate method:

1. At the command prompt, type:

dir vmm32.vxd /s

If the Vmm32.vxd file is not found, you must install Windows 95 or Windows 98 again. If the Vmm32.vxd file is found, note the folder in which it is located, and then continue with step 2.

1. At the command prompt, type the following commands, pressing ENTER after each command

cd windows
ren folder system

where folder is the folder you noted in step 1.

3. Restart your computer.
VMM32.dll missing

Question, did this machine have a UMAX Scanner loaded previously ?
UMAX problem with VMM32.vxd missing

This may be more correct for HP install probs

Compaq/HP Pavilion Windows 98SE Install Issues - VMM32.VXD...

C:\WINDOWS\SYSTEM\VMM32.VXD: missing/unable to load and you cannot load Windows

a Pavilion 4440, but it was reported to me by readers that this also affects the 6350, 8140 and Compaq Presario 1245s.
After a completely clean FDISK and FORMAT of the hard drive in a working HP4440 PC, Windows installs without incident until the shutdown after you enter the Product Key. After this shutdown during the Win98SE installation process, Windows boots to a splash screen and then drops to DOS with the error:
C:\WINDOWS\SYSTEM\VMM32.VXD: missing/unable to load
and you cannot boot to Windows.
The system will then start up OK in safe mode, but will not be able to boot normally.

SOLUTION:
Why, yes, there did turn out to be a solution....
Some of this is actually in Microsoft's Knowledge Base:
1. After you get the error 'VMM32.VXD...' during install, boot the computer to safe mode by holding down F8 or Ctrl and select 'Safe Mode'
2. Click 'Start' > 'Run...' > type 'msconfig' and click 'Ok'
3. Click 'Autoexec.bat'
4. Click 'New'
5. In the box that comes up type 'PATH = C:\WINDOWS\' and press 'Enter'
6. Click 'New' again and type 'PATH = C:\WINDOWS\SYSTEM\' and press 'Enter'
7. Click 'Apply' and 'Ok'
