3dmark2001, O/C problems

To start off heres my system specs:

P4 2.4ghz @ 3.12ghz 1ghz FSB
512mb PC3200 Corsair XMS memory
Sapphire Radeon 9800 Pro 128mb
Asus P4P800 Deluxe
WD 10,000 RPM ATA150 SATA HD
Windows XP Professional SP1

The Problem:

I ran 3dmark2001 not that long ago and I got only 15,000 marks...My friend has a system about 3 years old and that gets 12,000. I think that I should be hitting the 20,000 range since I overclocked just about everything I can...my video card settings are 452/351. My temp is only 25C for both the mobo and CPU. I am thinking about overclocking the CPU to 3.6ghz which is still alright since I've seen it done and the max the temp would get is 40C.

The next problem:

If I were to go about doing this what would I need to do? Im currently at 255 for the CPU frequency and if I go any higher it doesn't boot. I thought raising the voltage would do it but I guess not.

Any answers or help is appreciated, Thanks!

Can you try running it now to see if the problem is still there. Maybe the time you ran it was just a glitch or something. You should be at about 18000.
