There might be a jumper for the fsb...lots of boards have a jumper for that...look at the board or look in the manual. On an XP2200 the multiplier is 13.5 x 133=1800mhz but it looks like you are getting the 13.5 multiplier x only 100mhz....so you need to bump up the fsb to 133.
As for the memory it is probably already ok....200mhz for DDR= "400mhz"...cuz DDR = "double" data rate...so you multiply the hzX2.
So for instance Pc266 = 133x2 PC333=166x2 and your PC400=200x2. So I think you are straight there.
