Systems HElP!!!!!! Video Problems

PLzz Help Me!! everytime i play counter strike i see these squares on my spray, smoke, black part where nades explode, when i scope, and on some textures, they are pretty big. They used to be small squares, they used to be the size of the pixles but now they are pretty big. This also happens in other games such as starwars jedi knight and call of duty. It used to work fine but i dont know what happened. It happens on all resolutions and i do not OC.

im running on

Dell
2.6 MGz
1 GB Ram
256mb radeon 9800 xt

i Have screen shots of what it looks like, but i cant post them because thier file size is too big. IF U THINK U CAN HELP PLZ REPLY AND I WILL EMAIL U THE SCREEN SHOTS SO U CAN HELP ME!!

Have you updated ATi Drivers?
You can download the new Catalyst 3.10 Drivers from their website.
Also, are you overclocking the card?

Make sure the cooling fan on the vid card hasn't failed. They sometimes do stuff like that when they overheat.

i am using windows xp pro and i am running on the new direct x, i actually thin that the new direct x might have made it happen because when i installed it that was the time around i started having problems.

yes i just put the .310 cat on it. its still screwed up. what kinds of programs/accessories could mess it up?? When i put it on different resolutions the squares get smaller or bigger.when the resolution gets higher the squares get smaller.
