I'm not sure you can turn off the menu bar.

I think most of the time that is protected and doesn't let you uncheck it, but you never know. I remember another issue with the menu bar being dragged off the top area and moved so far over that you couldn't see it or grab it to bring it back.

Well here's what worked:

I went "Start>Run>winword /a" and the File menu showed up, but when I closed and reopened it from the shortcut on the desktop it was still missing. So I tried resetting the Normal.whatever file and guess what? It works!
