Editing Video

Trying to edit a video. The video is a car video and I want to blur out the license plates that are on it and not lose any of the video.

Could I use Adobe Premier for this? Anyone know what I could use if not Premier?

Yes, premier is for it.

You might want to surf some other stuff, equivalent to it:

Thanks. I have Premier to use.

Know how to blur out just the license plates on my video?

I used search before I posted but nothing really came up that was relevant.

Don't know how to do the complex editing. I know how to do basic stuff like cut ins/outs, titles and a few effects that work in between cuts etc. But blurring out or using "Blue Tool", whatever that is, is not in my realm of knowledge yet.

Any help is appreciated.
