More than likely bad media. Is your disk scratched or anything like that? Try installing from the other optical drive to see if it doesn't read it better. You will either have to change the boot order in the BIOS or change them physically w/ jumpers or cable positions, depending on how you have it setup.

I think he means during the install, it formats the drives then starts the copy operation and then gives errors.
You say it's a new drive, have you tried the mfr's utilities to see if it's okay? You could have just gotten a DUD.

WD's Data Lifeguard and DLG

You can format well over 32GB w/ FAT32. It's the mobo's that can't handle the size usually. FAT32 goes up to like 4 Terabytes, I can't remember exactly.

Anyway, get yourself a 9X or Me disk from Bootdisk.com and FDISK to your heart's content. Make it a 120GB partition if you want, just opt not to format during the install.

Have you tried a different IDE cable perchance?

EDIT - I think it's 2 TB's, not 4.

I have a 40gb hd, I can't tell you how many times i've formated it or run fdisk on it. Do you have an old 98x boot disk. If so boot to it. Run fdisk, re-boot, then format, then boot to your xp disk or use set up disks.
