Depends on how long you want to wait and how much money you have. Even if you wait for the new technology, when it does get here you'll be looking at top dollar hardware, so it'll take a while for the prices to come down. Also, as with any new technology, it takes time in the mass market to recognize and remedy any glitches. I WON'T be the first one to jump on the bandwagon-I'd rather wait a few months to see how things perform in real-world use. If you're comfortable buying when the price is high and the technology hasn't had time to prove itself viable, then you should wait. If you'd rather buy at a time when prices are about as low as they've ever been on hardware that has had time for review and to prove itself, then you should do it now.
And as elroy mentioned, there will ALWAYS be new technology coming out. If you wait for PCI express and DDR2, by the time you're ready to buy, there will be newer advancements on the horizon.
