Refresh Rate might have Killed my Monitor :(

Ok, So I downloaded a refrresh rate program that locks my fps to 100. Well anyways, I think I locked my FPS to something too high, and now my monitor wont work. It works while entering BIOS and stuff, but it just sort of shuts down right before its entering Windows. Help?

Might want to go into safe mode and undoing the damage.
