Kids program partition always fragmented

i've got my 120gb hd partitioned like this:
C: 10gb
F: 40gb Programs
G: 43gb Files
/: 20gb RH9 (how can i remove the grub boot loader so i can uninstall RH?)

i've got diskeeper and it's on smart schedule. the F: drive is fragmented every time it goes to defragment, and there are always gaps between the bunches of files. it then takes a long time for it to put remove the gaps and defragment. the c drive takes only a couple minutes, and it never gets very fragmented as the defrag runs ever hour or so. what would cause the one drive to fragment so much?

fdisk /mbr will do it. Then just delete the partition in disk management (assuming XP)

Diskeeper is great, but always says things are fragmented. Why it is getting more fragmented than C depends alot on how you use it. What lives there?

i install programs to it.

how can i use fdisk? i cant make a boot floppy cause my floppy drive stopped working.
